1 Please specify:

1C Whether the property involved in the operation has been subject to any illegal interventions and if so whether these are to be rectified by the operation or involve the need for known preliminary precautions.

Some of the rooms in the Nodi Servizi and Corviale Centro, some cellars and the condominium rooms are illegally occupied. During this phase the designers must not take these occupations into account. As regards the presence of illegal installations on the façade or roof (for example air conditioning units or TV aerials … ) these must be removed.

2 Please could you highlight the Preliminary Planning Document indications regarding the general goals to be pursued and the strategies to achieve them and the needs and requirements to be met

The goals, needs and requirements to be met by the Competition are summarised in the foreword to the PPD and detailed extensively in the paragraphs that follow.

The strategies to achieve them are illustrated, divided into MAIN THEMES and CORRELATED THEMES in the PPD (pages 35 – 42) and a summary of them is provided, strictly for the purposes of the competition, in the Invitation to Tender (art. 1).

3 Please clarify the function of MAIN THEME B “Plan for participation of inhabitants during the subsequent design phases” and the Sociologist expert in participatory processes who is to form part of the Design Group, given that the report illustrating the preliminary project must identify the possible alternative options, including partial ones, and justify the option selected, which is the only one that will be developed in the final project and working drawings.

The Competition, MAIN THEME B (PPD – page 38), requires that during this phase the design group edit a participation and involvement plan for inhabitants.

In this phase of the competition, in particular, “The designers participating in the competition are therefore asked to include in the design group a qualified sociologist expert in participatory processes and to propose in the project report, delivered with the papers, the organisational methods of the subsequent participation path that best adapts to the specificities of their project.

The designers are also required to reflect on how the project presented could be available for subsequent clarifications during the participatory path and which could be the settings and opportunities left open in the project for later definition ...”

This plan must be described in the design report (art. 6 point 3 of the Invitation to Tender).

The figure of a sociologist, expert in participatory processes, is foreseen within the design group to draw up the participation plan and manage the participatory process (art. 3 of the Invitation to Tender).

4 The design group must be made up entirely of architects who are registered professionals, or is it possible to make use of graduate assistants?

The competition is open to architects and civil and environmental engineers who are duly registered in the professional organisations of their country of origin, and who are authorised to provide services similar to those required in the Invitation to Tender, as specified in art. 3.1.

However, as also specified in the above article, each competitor may make use of consultants and/or assistants, who are not necessarily registered with professional organisations, for whom the professional qualification and the nature of the consultancy must be indicated, without prejudice to the need to comply with all general requirements and respect all conditions regarding incompatibility specified in the Invitation to Tender.

5 The design group requires the presence of a sociologist expert in participatory processes. Is it necessary to use a sociologist with a degree in sociology, or is it also possible to insert an architect who is expert in participatory processes in the group?

The composition of the design group requires the compulsory presence of a sociologist expert in participatory processes: this is a professional figure whose experience must be attested by a degree (degree in sociology or equivalent degree under: Law No. 1076 dated 6 December 1971 and Law No. 757 dated 15 October 1982 – equivalence of sociology degree with political science and business and economics degree; and Inter ministerial Decree dated 21 December 1998 Equivalence of communications degree and political science and sociology degree) and from the professional curriculum, which the winner will be required to supply when checking fulfilment of the stated participation requirements.

6 I have two questions about Manner of Participation.
6A The first one is: Can I Participate in the competition? I am an Architect from Peru

“Also allowed to take part in the design competition in reference, in the forms indicated below, are professionals from non-E.U. countries that, in agreement with the European Union, have adopted a system of equivalence and comparability of professional qualifications. In this case, the request to participate must contain indications of the legal equivalence references in force.”, as specified in the Invitation to Tender (art. 3.1).

6B The Second is: Can I Participate by myself? Shall I form a group with these professionals? : one architect; one structural specialist (architect or engineer); one expert in energy saving and sustainable architecture; one sociologist expert in participatory processes; one artist.

Considering the multi-disciplinary nature of the subject of the Competition, each designer or group of designers must, compulsorily, integrate their skills with those of the professional figures indicated in the Invitation to Tender (art. 3.2).

7 I am contacting you to request indications regarding the team member requirements, more specifically as regards the figure of the sociologist: is any other humanities degree with a study curriculum involving a minimum number of credits in sociology also acceptable?

8 I would be interested in participating in the competition in reference. I would like clarification regarding points 3.1 and 3.2, more specifically on the ability to participate.
8A Point 3.2. requires at least one sociologist and one artist. Does this mean these figures must have the necessary skills, for example a professional with a degree and specialisation in political science, or must they have a degree in sociology?

8B Regarding the expert "in energy saving and sustainable architecture", can this figure correspond to the architect, if the architect specialises in several fields, also through update courses attended?

The design group must be made up of all the figures indicated in the Invitation to Tender (art. 3.2), preferably distinct from each other.

The figure of the expert in questions of energy saving and sustainable architecture may be covered by an architect with the necessary related professional experience, proof of which must be provided in his or her curriculum.

8C In the light of the doubt regarding point 3.2, there is another regarding point 3.1: individual participation means that the group must be made up of the figures indicated in 3.2, but they must not have formed an association, is this correct?

As foreseen by art. 3.1 of the Invitation to Tender, “professionals with the required qualifications are allowed to take part in the manners foreseen by art. 90, paragraph 1, letters d), e), f), fbis), g), h) and art.101, paragraph 2, of Leg. Dec. 163/06 and listed below:

  • individual competitors also in association in the manners foreseen by current legislation;
  • professional companies;
  • engineering companies;
  • providers of engineering and architectural services under category 12 of attachment II A (Leg. Dec. 163/2006) set up in Member States, established in accordance with the laws in force in their respective Countries;
  • temporary joint ventures between the persons indicated above, even if not yet formally established, to which the provisions of art. 92, Pres. Dec. 207/2010 and art. 37 of Leg. Dec. 163/2006 apply;
  • in fixed consortiums of professional companies and engineering companies, including those of mixed form.
8D So a single person cannot take part in the competition?

9 We are willing to participate in this competition. However we are not registered in the E.U. as architects. How should be the procedure in order to validate our qualifications?

10 Dear Mr. or Ms., I have a valid architect's license in US, Massachusetts. And I am running a architectural design firm in S.Korea for international projects. As usual, there will be a joint venture after winning the competition or the second round. Am I eligible to enter the competition?

The type of Competition procedure is not divided into two stages, but as foreseen in the Invitation to Tender (art. 2.1) it is a “Single stage, International Design Competition, according to Chapter IV, Section III, art. 99 and following of Legislative Decree 163/2006 by means of an anonymously opened procedure, with the aim of acquiring a design with a preliminary level of preparation, in line with the project concepts described in the Invitation to Tender (Art. 1), and with the indications provided in the “Preliminary planning document” (PPD). The Commissioning body reserves the right to decide whether or not to assign the subsequent planning phases to the winner of the competition, as specified in full in art. 11.”

11 I am a graduate in construction engineering-architecture, degree class 4S (specialist degrees in architecture and construction engineering) and I have been licensed as an engineer since 2007 and as an architect since 2008. However, I am only registered as an engineer under Sect. A sector a. My question is, as I am licensed as an architect, can I take part in a group as an architect? Or must I be registered as an architect as well as being licensed?

12 We are willing to participate in this competition. However we are not registered in the E.U. as architects. How should be the procedure in order to validate our qualifications?

13 I would like to know whether, regarding orientation system, this can be solved using an artistic intervention integrated with the architectural project?

With reference to CORRELATED THEME F – ORIENTATION SYSTEM; this can be freely interpreted by the design group

14 I am an architect aged 31 who would have liked to take part in the competition, together with three other colleagues, who are likewise architects duly registered and working in the profession with passion, and I would like to express a great and sincere complaint regarding the terms of participation. While I am well aware of the complexity of the subject and the place in question, as it was the subject of my lengthy thesis (which actually also directly involved the inhabitants, various bodies and local artists), I do not understand why the terms for participation are so restrictive. By doing so, you are cutting potential participants out of the competition, mainly young people, who perhaps do not have the support of the structural engineers, sociologists or other figures you require, but who might really provide a significant, new design contribution to this competition: a contribution that would give new life to Corviale, its inhabitants and the entire area. Furthermore, I do not understand how such an invitation to tender can be defined as "international", when the conditions are so difficult even for young Italian architects, and when the competition language is Italian. Are you really interested in regenerating Corviale? If so, why make this choice right from the start? What is the purpose of the jury, if not to select the valid projects from among the less valid ones? Why have you not allowed young architects like us, and like myself in particular, given my "attachment" to Corviale, the chance to present our design idea?

The competition has been set up as far as possible to comply with the intrinsic need to guarantee widespread participation, but at the same time retain the level of overall quality in the projects presented.

The language of the competition is the language of the EU member state in which the competition procedure takes place.

15 As part of a project for the roofs, is it possible to use the lavatories for other purposes?

As specified in the PPD (page 21): “The roofs of Corpo I could be used for the reserved services (cellars) should they be moved from the ground floor, and for interventions aimed at energy efficiency.” It is possible to work on the lavatories, provided the minimum number foreseen by current regulations are retained.

16 Considering the compulsory presence of an artist in the group, can the artistic intervention involve the whole project and not be restricted to individual operations? (e.g.: fountains, insertion of works of art such as paintings and/or sculptures, etc.)

With reference to CORRELATED THEME G – INTEGRATION WITH ARTISTIC INTERVENTIONS, this can be freely interpreted by the design group.

17 Is it possible to envisage demolition of ground floor slabs to extend the height of the "urban street" required by the PPD?

With reference to MAIN THEME A – REGENERATION OF CORPO I: ACCESS AND INTERNAL CIRCULATION, PERMEABILITY OF GROUNDFLOOR, NEW DISTRIBUTION SYSTEM AND NEW FUNCTIONS under point 1 – The ground floor, the garage level and the airshafts (PPD – page 36) it is specified that “The project must include a new design of the ground floor, with the possibility of including, where necessary, also parts of the garage floor and the airshaft spaces “.

All demolition interventions must not, however, compromise the static of the building.

18 Dear Sirs, I am writing to request clarification regarding setting up the work group for submission of the projects. From what is written in the Invitation to Tender, the presence of a "sociologist" is required: as there is no professional register for sociologists, must this figure hold a degree in sociology, or might he/she have similar training (social psychology) with certified experience in the urban planning field as an environmental and social psychologist, for example?

19 Good morning. I have a question regarding the composition of the design group: I would like to know whether a licensed sociologist is necessary, or whether a psychologist would also be acceptable.

20A Is it possible to demolish the main staircases?

The designers are free to select the interventions used to enhance and adapt the vertical and horizontal distribution system as required by MAIN THEME A – REGENERATION OF CORPO I: ACCESS AND INTERNAL CIRCULATION, PERMEABILITY OF GROUND FLOOR, NEW DISTRIBUTION SYSTEM AND NEW FUNCTIONS (PPD – page 37).

All demolition interventions must not, however, compromise the static of the building.

20B Is it possible to demolish or intervene on the floor slab between the basement garage floor and the ground floor?

20C Is it possible to build inside the airshafts?

21 Under point 3.2 composition of the design group on page 8 of the Invitation to tender: Considering the multi-disciplinary nature of the subject of the Competition, each designer or group of designers must, compulsorily, combine skills with those of professionals, researchers, experts in specific fields. The design group must be made up of at least the following: • one architect; • one structural specialist (architect or engineer); • one expert in energy saving and sustainable architecture; • one sociologist expert in participatory processes; • one artist. Their professional qualifications must be proven, by means of curriculum or registration with a professional Order. Each member of the design group must not form part of more than one group or take part in the Competition as an individual or associate. Violation of this prohibition will result in all the groups with whom the professional figure in question is connected being excluded from the competition."
21A What criteria are used to demonstrate the professional qualifications of an artist?

The professional qualifications of the artist will be demonstrated by the professional curriculum, which the winner will be requested to supply when checking fulfilment of the stated participation requirements.

21B Can the figure of the sociologist be represented by a university department?

A university department, or other institution/legal entity, may take part in the design group, by indicating a specific figure who is in possession of the requirements indicated in the Invitation to Tender (please see also the answer to question No. 5).

22 Under point 3.3 incompatibility and causes for exclusion on page 9 of the Invitation to Tender, in point D: " persons under the employment of Public Bodies, Associations, Institutions or Administrations, including University lecturers, without prejudice to the participation foreseen by current legislation and subject to presentation of the documentation required to prove the legitimacy of participation in the competition under laws, regulations or trade union agreements” Does this restriction also apply to the "experienced professionals" in the design group, for example the figure of the sociologist and the artist?

All the incompatibilities and causes for exclusion apply to each and every participant in the competition procedure.

23A Is it possible to demolish the main staircases?

23B From the Invitation to Tender I do not understand whether or not specific functions are required to be housed in the ground floor of CORPO I.

As specified in the PPD (page 36) MAIN THEME A under point 1 – THE GROUND FLOOR, THE GARAGE LEVEL AND THE AIRSHAFTS: “in Corviale, even if all the public services necessary are present in the surrounding area (schools, library, municipal offices, etc.) there still exists a demand for proximity services not met relative to a smaller scale compared to the neighbourhood, in addition to the so-called personal services (tax consultants, laundry, areas for gardening, bicycle rental, co-working labs, etc.). For the new activities useful for the life of the urban street, areas are allowed up to a maximum of 16,000 m3 or 5,000 m2 which can be modular and consolidated..”

23C Is it possible to demolish and/or construct buildings in the masterplan area, outside CORPO I and the areas directly involved in the transformation?

No demolition and/or construction of buildings in the masterplan area is envisaged. As regards CORRELATED THEME D- GENERAL MASTERPLAN under point 4 – New services and public spaces it is specified that “To locate these new activities, the following properties owned by ATER have been identified:

  • THE PREMISES OWNED BY ATER OF CORVIALE CENTRO
  • THE GROUND FLOOR PREMISES OF TRANCIA H

These areas are identified in the basic technical drawings (T12) and in the vector drawings (AV07).

23D In the Invitation to Tender I can find no mention of a maximum number of pages for the project (point 3 of the materials to be delivered), can you confirm this?

As specified in the Invitation to tender art. 6 _PACK A – DESIGN PROPOSAL under point 3 “design report in A4 format (in two copies) comprising a maximum of 10 pages including the cover, with a maximum of 12 thousand characters using a size 12 font. The report may include tables, graphs, drawings, photographs considered of use to illustrate the choices proposed, provided they are within the limits set of 10 pages and in A4 format”.

24A Could you please give a more explanatory indication of whether it is necessary to provide an analytical budget regarding THEME B activities within the first economic section, that is to say is the cost of professional activities to carry out theme B to be envisaged as part of the fees indicated? And is the cost for carrying out the theme to be considered within the 7,200,000.00 Euro;

Regarding MAIN THEME B the cost of professional activities is to be considered part of the fees, the cost of carrying out MAIN THEME B is to be considered within the 7,200,000.00 Euro

24B Regarding the requirements for the professionals indicated in point 3.2, may we request further indications on the criteria used to assess the level of experience of the sociologist expert in participatory processes, the artist and the expert in energy saving and bioclimatic architecture? That is to say, is the validity of the CV connected to turnover criteria, or to having carried out similar work for public bodies, private bodies or both?? Does expert in bioclimatic architecture mean that he/she must have a Master or PhD in that subject, or is working experience sufficient.

The experience of the sociologist expert in participatory processes and the expert in energy saving and sustainable architecture must be shown by the degree awarded and by the professional curriculum, which the winner will be requested to supply when checking fulfilment of the stated participation requirements.

As regards the artist, experience will be demonstrated by the professional curriculum, which the winner will be requested to supply when checking fulfilment of the stated participation requirements.

24C Is it possible to have the CTB?

No

24D Is it possible to have the drawings indicating all the supply systems (water, rains, drive systems, electricity, gas, heating etc...)

As can be seen from the vector drawings (AV03, AV04, AV06) there are technical ducts for each housing unit (airshaft side) containing the drainage and supply networks, connecting to the services duct.

The competition requires a project that is equivalent to a preliminary level project (art. 2.1 of the Invitation to Tender). As specified in the PPD CORRELATED THEME E – CORVIALE SMART BUILDING “The candidates are asked, as a correlated subject, to list innovative solutions of energy sustainability applied to the main themes of the competition and integrated with the architectural interventions proposed aimed at transforming Corviale into an intelligent (smart) complex.”

24E Is there a census of the population of Corviale indicating age, sex, education and working status?

The official census data is handle by ISTAT.

24F Is it necessary to draw up a financial plan during the preliminary phase?

As required by the Invitation to Tender art. 1.4 “The design group must estimate the parametric cost for all the MAIN THEMES (A+B+C).

The first operational phase must involve an intervention on the entire building and must respond to MAIN THEME A (“Regeneration of Corpo I: access and internal circulation, permeability of ground floor, new distribution system and new functions“) and to MAIN THEME B (“Plan for participation of inhabitants during the subsequent design phases”).

The estimated value for the realization of the first operational phase (A + B) must have a maximum cost of Euro 7,200,000 net of VAT. If the resulting amount (A+B) exceeds Euro 7,200,000.00, the parts that could be moved to a second intervention, with their relative value, must be highlighted. It must be stressed that the first operational phase must foresee work on the whole of Corpo I..” …” The design group must estimate the maximum cost for implementing the operational phases for the realization of CORRELATED THEMES (D+E+F+G). The economy of the proposal presented will also be assessed with the aim of satisfying all the CORRELATED THEMES. The economy of the proposal submitted, its management and simplicity of maintenance will also be evaluated..”

24G Is it possible to envisage re-drawing the road system in the external area subject of THEME C? Is it possible to envisage an increase in the number of existing catering outlets (BARS) and the addition of further services?

The CORRELATED THEME D – GENERAL MASTERPLAN envisages, among other things, (PPD pages 40 – 41) “the preparation of a general master plan is requested, referred to the entire area of PdZ no.61, which takes into account the subjects of mobility, public transport and connections to the established parks. Furthermore, point 4 of CORRELATED THEME D also envisages NEW SERVICES AND PUBLIC SPACES.

24H Is it possible to have a plan of the free floor complete with routes to reach the communal areas?

In the section of the web site FOLLOW-UP MATERIALS – CdQII Contratto di Quartiere it is possible to download an example section of the free floor project. The communal areas on the free floor always correspond to the secondary stairwells, as can be seen from the section provided.

24I What percentage of the parking spaces present on Via Ferrari pertain to the residences in Corpo II and what percentage pertain to the services?

The parking spaces on Via Ferrari all pertain to CORPO II and the 103 residences that will be obtained with the CdQII on the free floor (ex services).

24J Are the parking spaces along Via Poggio Verde assigned, illegal or provided to fulfil standard requirements, and in what percentage?

The parking spaces along the road are provided to fulfil standard parking requirements for the Zoning Map.

24K In the event of some parking spaces being removed from the garage floor, is it necessary to replace them with an equal number of covered parking spaces, or can they be replaced with external parking, as in the case of CORPO II?

This is at the designers’ discretion. As specified in the PPD (page 4): “It will be possible to relocate all or part of the cellars and parking spaces in equal measure.”.

25A We are a group of engineers who would like to take part as an association of individual competitors as indicated in point one of the conditions for participation (Point 3.1 Admission requirements for the invitation to tender). Which indication in form A1 of the participation request must we use?

Professionals are free to select the form of association they consider most appropriate from among those indicated by current regulations on tender contracts, listed in form A.1 of the participation request.

25B Can the figures indicated in point 3.2 Composition of the design group be consultants/assistants or must they be members of the group?

25C Is it possible to change the external appearance of the meeting rooms, without making changes to their volume?

This is at the designers’ discretion.

25D Is it possible to make structural changes to the inclined roofs of the garage floor?

It is possible to intervene on the inclined concrete panels closing in the ground floor and the garage floor.

25E Is it possible to insert part of the volume foreseen for services within the park?

25F Is it possible to intervene on the external elevation of the areas subject to intervention in section H?

This is at the designers’ discretion.

25G What exactly is meant by “development of the connections” between the free floor and the ground floor? Inserting new stairwells and lifts?

The term “development of the connections” refers to extension of the existing stairwells and lifts and/or the possible insertion of new connecting systems.

26A Can the figure of the expert in participatory processes be different from that of the sociologist?

26B Is it possible to demolish, even partially, the buildings subject of the intervention, and in particular the former covered market building?

No, demolition of the buildings is not foreseen. In particular, intervention on the covered market is not foreseen, as it is the property of Roma Capitale.

27A Is information on the overall electrical consumption of Corviale available?

The competition requires a project that is equivalent to a preliminary level project (art. 2.1 of the Invitation to Tender). As specified in the PPD CORRELATED THEME E – CORVIALE SMART BUILDING “The candidates are asked, as a correlated subject, to list innovative solutions of energy sustainability applied to the main themes of the competition and integrated with the architectural interventions proposed aimed at transforming Corviale into an intelligent (smart) complex.”

27B Is information on the overall water consumption of Corviale available?

27C Is it possible to have access to the technical specifications for the Corviale central heating plant?

28 Must G. Salimei's "Chilometro Verde" project therefore be considered completed?

The ATER project relating to CodQ II is funded and approved.

29A The ground floor, involved in the project, has an internal headroom of 2.54 mt. How is this compatible with the need to have internal headroom of 2.70 mt for it to be used?

29B Is it possible to demolish some parts of the building?

The area of intervention for the MAIN THEMES is identified in the PPD (page 35), in the Graphic documentation and photographic documentation (pages 12-14), in the basic technical drawings and in the vector drawings.

No demolition relating to parts of the building occupied by residences is envisaged.

29C Is it possible to intervene on the façades using colour?

This is at the designers’ discretion. Remember that (PPD page 17)The façades of all the residential buildings are characterised by concrete panel cladding, an example of the heavy prefabrication of the period, which offer a decoration composed of diagonal grooves the design of which was created, by mandate of the design group, by Nicola Carrino, painter and sculptor who was very active in the Seventies”.

30A Is the 3d plan available in dwg format?

All the attachments available in .dwg format can be downloaded in the section COMPETITION MATERIALS – VECTOR DRAWINGS.

30B Is it possible to eliminate some of the trees?

All interventions, including those on green areas, must comply with current regulations.

30C As the sociologist and artist foreseen in the design group are not registered in a professional organisation, will they only be able to participate in the competition as consultants?

30D Can a Japanese artist, holding a proper residence permit for Italy, take part in the design group?

Yes, provided he or she fulfils all the requirements indicated by the Invitation to Tender and by current regulations.

30E Are artistic interventions envisaged in the five entrance squares in the vicinity of the five monumental staircases, as originally foreseen, or can these interventions extend to all public spaces?

This is at the designers’ discretion.

30F Is Via Ferrari to be made pedestrian-only, or should the flows of car and pedestrian/cycle traffic merely be regulated?

This is at the designers’ discretion

30G Are structural drawings, including the foundation plan, available?

All the plans available can be downloaded in the section COMPETITION MATERIALS – VECTOR DRAWINGS. Please remember that the competition requires a project that is equivalent to a preliminary level project (art. 2.1 of the Invitation to Tender).

30H Are the services ducts indicated in the sections accessible?

The services duct can be accessed from Via Ferrari via the monumental staircases.

30I Can an architecture graduate with a Master's degree, licensed but not yet registered and with no VAT registration, take part as a member or the group, or only as a consultant and/or assistant?

All the interventions must be planned taking into account the plans and projects that are also foreseen in the area by other administrations (for example Roma Capitale).

31E What is the level of detail for the "smart building" project? How is the central heating plant powered?

32 Is it possible to take part in the competition in the form of a temporary group, to be set up in the event of adjudication, made up of individual professionals (one of whom will be nominated head of the group) and by a limited liability Company with experience in energy saving questions?

Admission to the competition is regulated by art. 3.1 of the Invitation to Tender.

33 Is it possible to insert development (either fully or in part) of the artistic intervention as part of the participatory process in the plan of interventions involving local inhabitants?

34A Must the curriculum proving the specific skills of the consultants not registered with a professional organisation (for example the artist) be enclosed with the administrative documents to be delivered by 18/11/2015, or is it to be produced subsequently during verification of the requirements? Professional curricula will be requested from the winners when controls on possession of the stated participation requirements are being carried out. No specific format is required, but it is advisable to refer to a standard European type format.

34B As part of the interventions envisaged for Corpo I, is it possible to move the position of the garages? If this is possible, can the garage complex be reconfigured outside the current outline of CORPO I?

38D Should it be wished to move the garage parking spaces to another location, is it possible to know the working loads foreseen for the ground floor and for the roof? Is it possible to obtain a cross-section of the floor slabs involved in the competition?

The competition requires a project that is equivalent to a preliminary level project (art. 2.1 of the Invitation to Tender). In this phase, no structural verification is required. These will be carried out, if necessary, during subsequent phases of the project.

The structures have been designed in accordance with Law No. 1086 dated 5/11/1971.

39A Is it possible to intervene on the external surface of the building, substantially modifying the building's current image?

This is at the designers’ discretion.

39B Is it possible to eliminate the basement?

39C Is it possible to eliminate the inclined concrete escarpment of CORPO I?

This is at the designers’ discretion.

40A In the preliminary planning document, regarding CORRELATED THEME E - Corviale Smart Building reference is made to a " A reconversion approach of the gigantic central heating plant ". What is intended by reconversion of the central heating plant? In its current state, is the central heating plant considered to be operational and sufficient to guarantee the energy needs of the whole of CORPO I?

In its current state the central heating plant is active and is sufficient to guarantee the heating needs of the whole building complex.

As specified in the PPD (page 42): “A reconversion approach of the gigantic central heating plant opens scenes of great innovationThe candidates are asked, as a correlated subject, to list innovative solutions of energy sustainability applied to the main themes of the competition and integrated with the architectural interventions proposed aimed at transforming Corviale into an intelligent (smart)”

40B Regarding point 3.3 paragraph B of the invitation to tender (“INCOMPATIBILITY AND CAUSES FOR EXCLUSION”), what is intended by "ongoing and known relations"? Would joint participation in publications with one of the members of the jury or technical secretariat be considered a cause of incompatibility?

Any incompatibility and causes for exclusion will be verified and assessed by the competition Jury, which in accordance with current regulations will be nominated after expiry of the presentation date for project proposals, after the projects have been evaluated.

40C How is it possible to assess any incompatibility in view of working or family relationships with members of the jury if the latter will only be made known after delivery of the plans?

40D Article 3.3 paragraph D, allows for participation by public employees “without prejudice to the participation foreseen by current legislation and subject to presentation of the documentation required to prove the legitimacy of participation in the competition under laws, regulations or trade union agreements.” We request further specifications regarding the reference regulations on university lecturers and the relevant documentation required.

Each participant is responsible for verifying the applicable regulations for their own local administration.

40E How are the professional qualifications of an expert in energy saving and sustainable architecture to be demonstrated? Can the curriculum referred to be either academical or professional? For example, would a construction engineer registered in the professional order under section A and attending the third year of a Research PhD on energy and environmental sustainability be considered suitable?

40G In the preliminary planning document the roof is defined as "not accessible". Further information is requested, as to whether this is due to insufficient structural load-bearing capacity or to the fact that it is currently not accessible.

The fact that the roof is not accessible is not due to structural reasons, but to the composition of the package and its gravel surface protection.

40H How are the qualifications of a sociologist expert in participatory processes to be demonstrated?

40I If development of the plan and completion of the first operational phase (A + B) cannot fail to take into consideration operations regarding THEME C, are the quotas for the latter to be calculated in the estimated value for completion of the first operational phase (A + B) of Euro 7,200,000.00?

Yes, without prejudice to the fact that (art. 1.4 – Invitation to tender) “It must be stressed that the first operational phase must foresee work on the whole of Corpo I.

41A Is it possible to obtain the original graphic plan for the orientation system?

The original graphic plan is not available in the ATER archives. Within the PPD (pages 29-30) and the Graphic documentation and photographic documentation (DG3 pages 15-16) ample photographic documentation of the existing signs has been provided.

41B Is it possible to obtain the plans of Corpo II and the plans of the areas assigned to services?

All the attachments available in .dwg format can be downloaded in the section COMPETITION MATERIALS – VECTOR DRAWINGS.

The residences in Corpo II are not subject to any intervention.

The plans for the Nodi Servizi (Service Nodes) object of interventions have been provided in the following vector drawings:

  • AV03. Corpo I_plan of ground floor, garage level (areas subject to intervention – MAIN THEMES A-B-C)
  • AV06. Corpo I and Corpo II_cross-sections (areas subject to intervention – MAIN THEMES A-B-C)

41C Are the occupied condominium meeting rooms to be considered free in the project?

The MAIN THEME A – REGENERATION OF CORPO I: ACCESS AND INTERNAL CIRCULATION, PERMEABILITY OF GROUND FLOOR, NEW DISTRIBUTION SYSTEM AND NEW FUNCTIONS at point 3 (PPD page 37) indicates: “The intention is to restore these places to their original function of public and collective use. For this reason, the project must plan the reorganisation of these spaces and their use for collective purposes (university rooms, condominium meeting rooms, areas for parties…).”

41D Is it possible to modify the contour of the areas currently destined as green areas?

This is at the designers’ discretion.

42A The invitation to tender recites "In the case of a temporary joint venture, even if it has not yet been set up, each member must fulfil the general requirements for participation envisaged by the Invitation to Tender, penalty exclusion of the entire design group from participation in the competition". Does the term "general requirements" refer to "being an architect and an architect or civil and environmental engineer, as indicated in point 3.1 of the invitation to tender"? More specifically, must the expert in energy saving and sustainable architecture be an architect or a civil/environmental engineer? Must the sociologist expert in participatory processes also be an architect? How is an artist to be defined?

43A We request confirmation that, based on the available documentation, the main structural outline comprises transversal load-bearing structures connected by floor slabs that produce a horizontal diaphragm behaviour, and we request to know the typical thickness of the load-bearing transversal and longitudinal concrete structures; we also request confirmation that, based on the available documentation, the stability of the buildings with respect to horizontal actions (wind and earthquake) is provided: transversally by the above mentioned structures; longitudinally by the stair/lift wells.

The competition requires a project that is equivalent to a preliminary level project (art. 2.1 of the Invitation to Tender). As can be seen from the graphic drawings the load-bearing structure is made up of concrete walls. During this phase no structural verifications are required. They will be carried out, if necessary, during the subsequent phases of the project.

The structures have been designed in accordance with Law No. 1086 dated 5/11/1971.

43B We would like to know whether, along with the stair/lift wells, there are other bracing elements that provide longitudinal stability (for example, longitudinally positioned elements or straight horizontal structures that act as a frame in combination with vertical structures). We would also like to know whether horizontal anti-seismic structures were taken into consideration in the original project.

43C We would like to know the typical vertical and horizontal reinforcement of the load-bearing concrete structures, transversal and longitudinal, if possible at the various levels, and the type of steel used.

43D We would like to know the type of floor slab (solid cast slabs, brick and concrete, cast on site or prefabricated, totally or partially embedded with additional casting on site) and their total thickness and the thickness of the upper structural casing, and we also request to know the variable loads envisaged by the project on the various floor slabs, particularly the roof slab. We would also like to know the current flooring package on the various floor slabs, in particular the roof slab.

43E We would like to know what type of infill walls have been used in communal condominium areas, both those towards the exterior of the building and those towards the internal airshaft; in particular, we would like to know whether these infill walls have a load-bearing structural and/or bracing function.

The infill walls do not have a structural function.

43F We would like to know the type of foundation structure (straight plinths and/or strip foundations, deep piles).

43G We would like to know whether or not the buildings have undergone significant structural modifications over time, and if so, what these are.

There have been no modifications to the load-bearing structure of the building.

43H We request a drawing of the vertical drains for bathrooms/kitchens and sundry feed pipes (water, heating, gas...) in particular in relation to possible interference at the level of the ground floor and garage floor subject of the intervention.

As can be seen from the VECTOR DRAWINGS (AV03, AV04, AV06) there are technical ducts for each housing unit (airshaft side) containing the drainage and supply networks, connecting to the services duct.

43I We request to know the use of the existing technical rooms in the garage floor under stairwells B, C, E and F.

The manner in which the question is formulated leads us to believe you are referring to the technical rooms serving the lifts.

43J If available, we would like a report on the existing plant types and management systems.

43K We would like indications on current use of the access ramps to garages on Via Poggioverde.

The access ramps to garages are used to provide access to the garages for vehicles.

The reference measurements are the ones indicated on the drawings.

43M We would like to know whether the overall architecture of the monumental staircases is the subject of intervention.

There is no concierge service. As regards cleaning, this service is carried out periodically by companies under contract to ATER.

In the areas of intervention subject of MAIN THEMES A-B-C there are no projects approved.

As regards the areas subject of CORRELATED THEME D – GENERAL MASTERPLAN the projects foreseen and/or approved are those for the Programma di Recupero Urbano (P.R.U.) and the CONTRATTO DI QUARTIERE II (see PPD page 34) which are the responsibility of Roma Capitale.

44A The invitation to tender indicates the need for a "sociologist expert in participatory processes". Is it essential for this figure to have a degree in sociology?

44B Is a 3D model of the building and the intervention area to be made available?

44C Is it possible to use the services duct space, under the garage floor, to house the cellars?

The services duct already has a specific use. For further details, please see question No. 43h

45B Do the condominium meeting rooms require independent access?

46A Can the new functions required for Corviale be provided on the ground floor of CORPO I and on the ground floor of the ATER premises? Do both floors of the two building complexes form part of the interventions in MAIN THEME A?

The areas of intervention relating to the MAIN THEMES are indicated in the PPD (page 35), in the Graphic documentation and photographic documentation (pages 12-14), in the basic technical drawings and in the vector drawings. Within the areas of intervention indicated the designers are left to their own discretion.

46B In the drawings, must we distinguish between the main themes and the correlated themes in graphic terms in the masterplan, and show the various interventions separately in the other drawings?

It would be advisable, from a project evaluation point of view, to be able to distinguish between the MAIN THEME interventions and those relating to CORRELATED THEMES. How this is to be shown graphically is left to the discretion of the designers. (see also Invitation to Tender art. 6)

46C Do the horizontal connections object of the project (as well as those in CORPO I) also relate to those in the masterplan between Via Poggioverde - Via Casetta Mattei and Via Portuense?

Regarding the connections, we give the indications provided in the PPD in relation to all the project themes.

MAIN THEME A – REGENERATION OF CORPO I: ACCESS AND INTERNAL CIRCULATION, PERMEABILITY OF GROUND FLOOR, NEW DISTRIBUTION SYSTEM AND NEW FUNCTIONS (PPD page 36): “The principal objective of the competition is a renewed use of the ground floor of Corpo I returning to quota zero the “urban street” planned on the free floor. This objective must be pursued through the requalification of the longitudinal distribution path, the realization of transversal connections for the communication between east and west and the integration with the necessary functions..”

MAIN THEME C – NEW EXTERNAL ROUTES AND CONNECTIONS TO

EXISTING AND PLANNED PUBLIC SERVICES (PPD page 38): “The Corviale pedestrian accessibility needs to be substantially improved and integrated. The problems that the residents face daily when using the existing system stem from the rigidity and the complexity of the overall distribution system.

It will therefore be necessary to work on various elements already present in the intervention area:

  1. THE EXTERIOR ROUTE ON VIA POGGIOVERDE
  2. THE 5 ENTRANCE SQUARES
  3. THE ACCESSES TO THE PARKING SPACES
  4. THE ROUTE ON VIA FERRARI

CORRELATED THEME D – GENERAL MASTERPLAN (PPD page 40) “Even if the main themes of the competition concern Corpo I and the areas immediately adjacent to it owned by ATER, the preparation of a general master plan is requested, referred to the entire area of PdZ no. 61, which takes into account the subjects of mobility, public transport and connections to the established parks. The offers that are able to arrange the open space of the district with the city, in particular with the other pedestrian public areas and the parks, through the definition of a network of pedestrian and bicycle-pedestrian pathways, will be recognized. 

These proposals however must not restrict the overall realization of the project but must be intended as possible additions which can be eventually achieved through subsequent functional sections.”

46D Are the artistic interventions to be envisaged as part of the correlated themes?

CORRELATED THEME G – INTEGRATION WITH ARTISTIC INTERVENTIONS falls within the correlated themes of the tender (PPD page 42 and Invitation to Tender art. 1.2)

46E Are energy requalification interventions to be considered as correlated themes (smart building)? Are they to be excluded from THEME A and therefore not included in the 7,200,000 Euro costs?

As specified in the PPD (page 42) as regards the CORRELATED THEME E- CORVIALE SMART BUILDING “The candidates are asked, as a correlated subject, to list innovative solutions of energy sustainability applied to the main themes of the competition and integrated with the architectural interventions proposed aimed at transforming Corviale into an intelligent (smart)”.

As specified in art. 1.4 of the Invitation to Tender: “The first operational phase must involve an intervention on the entire building and must respond to MAIN THEME A (“Regeneration of Corpo I: access and internal circulation, permeability of ground floor, new distribution system and new functions“) and to MAIN THEME B (“Plan for participation of inhabitants during the subsequent design phases”)..

The estimated value for the realization of the first operational phase (A + B) must have a maximum cost of Euro 7,200,000 net of VAT. The design group must estimate the maximum cost for implementing the operational phases for the realization of CORRELATED THEMES (D+E+F+G)”

47 I would like more detailed information on the formation of temporary groups, which envisages the participation of a professional figure licensed for fewer than five years. In this case is licensing sufficient, or must they also be registered with a professional organisation?

As specified in the Invitation to Tender (art. 3.1) under art. 253 of Presidential Decree 257/2010 the professional figure licensed for fewer than five years must be registered with a professional organisation.

48A CORVIALE CENTRO: In the points envisaged by the Masterplan, is it possible to eliminate/demolish the central heating plant which, as it is no longer suited for the new energy parameters, must in any case be considered obsolete?

Demolition of the central heating plant room is not foreseen. Please see also the answer to question No. 40a.

48B CORVIALE CENTRO: Would it therefore be possible to re-use the existing building for other purposes? In that case, would it be possible to have plans both of the central heating plant and of the other buildings in Corviale Centro (municipal offices - health services - covered market)

The buildings in Corviale Centro (municipal offices – health services – covered market) for which no plans have been provided are not subject to interventions, as they are the property of Roma Capitale.

48C CORVIALE CENTRO: Is it possible to remove the embankment around the central heating plant area that partially covers the view of the Corviale Centro buildings towards Via Poggio Verde?

The competition does not envisage any movement of existing residences.

50A Is it possible to remove the prefabricated panels covering the garage floor in Corpo I?

50B What is the current use of the technical floor under the garage? Is this floor present along the whole length of the building? Would it be possible to use part of it?

The systems duct under the garage allows passage of all the systems (heating, water, drainage) in the building and is present along the whole length of the construction.

50C Is it possible to recover the space from the systems duct located in alignment with Corpo I and located mid-way between the garage floor and the technical floor?

52 Which studies/specialisations are required for the expert in renewable energy?

The figure of the expert in questions of energy saving and sustainable architecture must have related professional experience, proof of which must be provided in his or her curriculum.

53A 5000 m2 x 1000 Euro/m2 (estimate) = 5,000,000 Euro, a figure that almost exhausts the economic funds available for the first section of the project (7,200,000 Euro). Is the cost of the 5000 m2 of services to be economically calculated as a separate entity, or as part of project A?

As specified in art. 1.4 of the Invitation to Tender: “The design group must estimate the parametric cost for all the MAIN THEMES (A+B+C).

The first operational phase must involve an intervention on the entire building and must respond to MAIN THEME A (“Regeneration of Corpo I: access and internal circulation, permeability of ground floor, new distribution system and new functions“) and to MAIN THEME B (“Plan for participation of inhabitants during the subsequent design phases”).

The estimated value for the realization of the first operational phase (A + B) must have a maximum cost of Euro 7,200,000 net of VAT. If the resulting amount (A+B) exceeds Euro 7,200,000.00, the parts that could be moved to a second intervention, with their relative value, must be highlighted. It must be stressed that the first operational phase must foresee work on the whole of Corpo I.”

53B Is it possible to move the supermarket?

This is at the designers’ discretion.

54A Currently there are 127 family groups living on the free floor, while the CdQII envisages 103 residences. Will the entire volume of the free floor be occupied in this way?

The ATER project for the CdQII envisages the creation of No. 103 residences on the whole of the free floor (which, it must be remembered, is not an object of the competition) with the exception of the condominium meeting rooms object of the competition.

54B Is it advisable to provide for the remaining 24 residences elsewhere?

The competition does not envisage the creation of new residences.

55 In the invitation to tender, temporary associations of professionals are required to include a professional figure licensed for fewer than 5 years. Can this professional be registered with a non-Italian professional organisation?

As regards the professional licensed for fewer than five years and registered with a professional organisation, reference can be made to professionals from the European Union or from non-EU States provided that, as specified more clearly in art. 3.1 of the Invitation to Tender, the equivalence of requirements and professional qualifications is indicated by reference to the legislation in force in the country in question.

56A Do the monumental staircases serve all the floors in the main building?

As specified in the PPD (page 20) “The monumental stairs each contain a stair body and four lifts which connect the ground floor and the garage level to the free floor and the walkway levels.”.

56B What types of building are there? What are the distribution systems?

As specified in the PPD (page 20) “The distribution of the flats is in line with the first plans, up to the free floor, and with walkway from the free floor to the ninth floor. The sizes of the flats, similar for both the line and the walkway ones, vary between 56 m2 and 118 m2”.

56C Is it possible to give a different aesthetic view of the horizontal and vertical distribution system, thus altering the original project (colour of internal view on the walkways, finishes, glass-brick, etc)?

56D Are the lavatories to be subject to intervention? Is it possible to change their use?

58A Does the pedestrian bridge form part of the original plan? Is it a subject of intervention?

The pedestrian bridge forms part of the original plan. The CORRELATED THEME D – GENERAL MASTERPLAN (PPD page 40-41) indicates that “the preparation of a general master plan is requested, referred to the entire area of PdZ no. 61, which takes into account the subjects of mobility, public transport and connections to the established parks”. The pedestrian bridge must be brought into relation with the new system of pathways.

58B Which areas are to be subject of intervention in Corviale Centro?

As specified in the PPD (page 33), in the basic technical drawings (T12) and in the vector drawings (AV07): “The premises that ATER owns in the Corviale Centro are located on a square and include in particular:

  • 3 locations on one level for a total of approx. 826 m2;
  • 1 location on four floors for a total of approx. 741 m2.”
59A What are the requirements for the figure of the artist? How are they to be demonstrated?
